In a large bowl, combine the flour, water, garlic powder, paprika, salt, and pepper. Whisk until the batter is smooth.
Add the cauliflower florets to the batter and toss until they’re evenly coated.
Arrange the coated cauliflower on the prepared baking sheet in a single layer, leaving some space between each piece. Bake for about 20-25 minutes, flipping them halfway through, until they’re lightly browned and crisp.
